The CIER, a regional economic integration framework created by the delegations of the Democratic Republic of Congo and Rwanda to the peace agreements signed on April 25, 2025 in Washington, United States, with the aim of preventing the illicit trade in minerals, the supply of arms, munitions and finances to armed groups that fuel wars.
The CIER aims for prosperity and not to prevent the proper functioning of economies, advocates peace and not conflicts with the noble intention of building partnerships beneficial to all, working in transparency and synergy with regional economic organizations (CEAC, CPGL) while respecting international standards and the legal framework of each State.
The objective is to attract investors by creating an environment conducive to investment; improving the business climate; and joint initiatives to combat fraud, counterfeiting, and corruption. Attracting more and more foreign capital remains a priority to improve the living conditions of local populations in two countries in the region, creating jobs to improve the purchasing power of populations, and modernizing basic and cross-border infrastructure to facilitate mobility between neighbouring populations in the region. Improving communication and information infrastructure through new technology within a framework that respects the national laws of both countries and international standards.
